2011年,福岛核电站事故发生后,大量放射性物质泄漏到大气层和太平洋,对周围环境造成了难以逆转的伤害,数十万人被迫撤离该地区。时至今日,作为日本邻国之一的韩国仍未解除福岛海鲜禁令。
日本以核污水存储能力即将达到上限为由,在2021年4月13日,正式决定将福岛第一核电站核污水排入太平洋。过去一年多,日本政府和东京电力公司一直在持续推进核污水排海计划。
日本政府辩称,这些核污水经多核素处理系统(ALPS)处理后很安全,甚至“可以喝”,这样的表态无疑在愚弄大众。
事实上,经过处理的核污水仍含有多种放射性物质,核污水一旦排放入海就无法回收,长期来看,将会给海洋生态带来难以估量的潜在威胁,最终危害人类健康。
因此,核污水排海计划推出后,遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布的问卷调查显示,福岛县、宫城县和岩手县受访的42个市町村长中,约六成反对东京电力公司福岛第一核电站核污水排放入海。日本全国渔业协会联合会也多次申明立场,反对该计划。
日本政府认为,核污水排海是最便宜、最省事的解决方案,但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海,核污水会随着洋流流动,其影响势必会跨越国界,危害周边国家乃至整个国际社会的公共福祉和利益。
《韩国经济新闻》发文称,相关研究认为,福岛核污水如果排放入海,约7个月后将到达济州等韩国海域,该国水产业和旅游业将遭受相当大的损失。
德国南极海洋机构也曾发出警告,若日本将所有核污水排入海中,不到半年,整个太平洋都将面临高度辐射威胁,包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。
日本作为《联合国海洋法公约》缔约国,有义务保护海洋环境。然而,在核污水排海方案的正当性、核污水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题上,日本未能作出科学、可信的说明。
国际原子能机构技术工作组虽已三次赴日实地考察评估,但尚未就日排海方案的安全性给出结论,并且对日本提出诸多澄清要求和整改意见。在此情况下,日本仍执意推进核污水排海工程建设,这是极不负责任的行为。
太平洋不是日本的下水道,日本必须正视各方合理关切,在与周边国家等相关利益方和国际原子能机构充分协商后,制定合理的核污水处理方案。日本也要着眼长远,若只顾眼前,执意将核污水排放入海,不仅其自身,周边国家乃至全世界都将为之买单,其后果必将会危害数代人。
Fukushima water disposal by no means Japan’s own business

(ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.
Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.
The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.
On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.
The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.
In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.
Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.
The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.
The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.
The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.
According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.
As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.
However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.
Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.
The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.
If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.
山东寿光:合奏育人“主旋律”****** 山东寿光构建“四个一体化”思政教育工作体系—— 合奏育人“主旋律” “在‘学会与父母沟通’一课上,学生模拟还原了与父母发生矛盾的真实情景,并就‘我们如何与父母相处’这一问题展开自由辩论,在相互交流中学会了与父母换位思考;在‘模拟法庭’课上,老师组织开展了‘我是法律小专家’案例分析活动,学生运用所学法律知识对案例进行分析,提高了学生学法、知法、守法、用法能力。”近日,山东寿光现代明德学校校长王永亮告诉记者,该校在山东省寿光市思政教育一体化建设工程引领下,改进思政育人模式,收到了良好效果。 近年来,寿光市紧紧围绕立德树人根本任务,着力构建基于“顶层设计、课程打造、队伍培养、阵地建设”为主的“四个一体化”工作体系,实施党建统领下的思政铸魂育人工程,激活了学校思政教育“一池春水”,有力提升了思政教育质量和育人水平。 2021年,寿光市成立了思政课教学指导委员会、大中小学思政课程一体化研究课题组,汇聚了大中小学思政课教育专家和骨干教师30余人,强化对全市思政课教学的指导与研究。通过建立完善顶层设计,寿光确保覆盖大中小学各个学段的教材体系、教学体系、评价体系、实践育人体系、师资建设体系、保障体系等整体协同,坚定育人“大方向”。 “通过顶层设计一体化,打破了学段壁垒,统筹理顺思政德育目标一致和内容梯度衔接的关系,有效解决了教育目标制定脱节、教育内容交叉重复、不同阶段的思政教育缺乏有效衔接等问题,为思政铸魂育人工程注入了生机活力。”寿光市委教育工委委员刘福昌说。 同时,寿光通过跨学段协同联动的思政课一体化教学研究联盟建设,加强了各联盟学校之间的协调“互动”,构建了不同学段“协同作战”的思政课实施体系。作为寿光域内唯一的本科院校,潍坊科技学院与寿光现代中学等24所中小学建立大中小学思政课一体化建设研究基地,开展思政课教学研究,促进各学段思政教育融通融合。 “联盟校共建为邻学段、同学段、跨学段相互听课、集体备课、思政课‘堵点’集体攻关及思政课教学资源共享搭建了平台,让每个学段都有‘责任田’,实现了不同学段思政课教师无障碍交流。”寿光市教体局党建工作科负责人李新刚介绍。 在日前寿光市大中小学一体化“同城大课堂”专题研讨会上,来自全市各学段300多名大中小学思政课教师围绕“传承红色基因”这一主题同备一堂课,以家乡的红色元素为切入点,以不同年龄段学生喜欢听、能听懂的方式宣讲党的二十大精神。 在思政课教师队伍一体化培养中,寿光坚持统筹融合,全力构建全市思政课教师共同体,创新实施“一一二”工作法,即成立一个市级教研团队,组织大中小学开展联合教研;打造一个教学法,与“教学评一致性”相融合,打造高效课堂;定期组织全市各大中小学教师“同备一节课”“同上一堂课”,将一体化建设的研究成果转化为教师课堂教学的生动实践,培养思政育人“生力军”。 同时,寿光加快大中小学思政课教师专业发展一体化团队建设,遴选了6个思政课教学示范团队,组建16个思政课名师工作室,辐射引领全市1600多名思政课教师实现专业化成长,并优化完善思政课教师评价激励机制,调动教师参与衔接的积极性和主动性。 此外,寿光还大力推动思政育人阵地建设一体化,形成合奏育人“主旋律”。“我们的思政课不仅在课堂上,还经常开设在各类实践基地,这种丰富多彩的‘体验式’思政教育,学生更喜欢、效果更好。”日前,正带领学生在寿光市蔬菜高科技示范园上思政课的寿光一中教师李舒说。 与这堂“出圈”的思政课一样,寿光越来越多的思政课教师尝试用新的“打开方式”,让思政课变得鲜活可感、有料有趣。近年来,寿光遴选新时代精神文明广场、牛头镇抗日武装起义陈列馆等30个大中小学思政课一体化教学实践基地,联合开展“进企业、进社区、进农村”等参观考察和主题实践活动,让“行走的思政课”在学生心中留下了印记。 目前,寿光市思政课阵地建设一体化格局基本形成,育人效益不断提升,实现了课内外无缝衔接、全过程全方位育人。“我们将持续开好、上好一体化贯穿各学段的思政课,以入耳入脑入心的思政教育,促进学生德智体美劳全面发展,为学生健康成长打好生命底色。”寿光市教体局党组书记、局长张国峰这样说。(本报记者 魏海政 通讯员 商荣宾 张伟峰) (文图:赵筱尘 巫邓炎) [责编:天天中] 阅读剩余全文() |
